"I need to create courses and curriculums that track the progress of my team through my training" - You need Captivate Prime LMS licenses.
"I need to create courses and curriculum that track the progress of my external partner team through my training, they would need to self-enroll for this" - You need Captivate Prime LMS licenses and you can use these in conjunction with any of the Connect room licenses.
"I need to create quizzes that I can use in my on-demand courses" - You need Adobe Captivate desktop licenses to author the content and Captivate Prime LMS licenses to administer and track the courses.
"I need to create quizzes that I can use in my Connect rooms to test participants, but I *do not* need to track the results as pass/fail" - You need Adobe Captivate desktop licenses and you can use theses with any of the Connect room licenses.
"I need to create quizzes that I can use in my Connect rooms to test participants, and I *do* need to track the results as pass/fail against the individuals" - You need Adobe Captivate desktop licenses to create the quizzes and you can absolutely use these in any of the Connect room licenses.
"I want to run webinars and there are only 3 of us who need to be hosts in different sessions at the same time" - You need 3 Named Webinar Manager licenses.
"I want to run webinars and any person in my department needs to be able to be the host" - You need a Shared Webinar Manager license.
"I need to run webinars for my clients and prospects, but to have people register so that I can track them" - You need Named Webinar Manager or Shared Webinar Manager licenses and the capability to register (Connect Events) is included with these licenses. You can add this capability separately to Named Host licenses if desired.
"I need to run live online classes but I *do not* need to track scores or quizzes against individuals" - You can use any of the Connect room licenses.
"I want to conduct company-wide live training classes and have the results recorded back to our LMS" - Depending on the size of your classes, you need Named Host or or Webinar licenses. The integration to your LMS can be via the Connect XML Web Services API or a sophisticated round-trip (LTI) integration by a Connect partner.
The modules and licensing in Connect may not make a lot of sense unless they are matched with your use-cases. The resources here are intended to give you some idea of how the modules can be applied to real life situations.

"I want to have weekly meetings with my team, I am the only one who needs to be the host" - If you are going to use Connect then you just need Named Host licenses. In truth, if all you are doing is meeting team members, sharing a camera and your screen then Adobe Connect is overkill for you. Connect is a deeply sophisticated. interactive tool. If you are not intending to engage your audience and interact with then then there are more suitable, less sophisticated tools than Connect.
"My Support Department needs to be able to run 1-on-1 sessions with clients at a moment's notice" - You need Concurrent Participant licenses.
